For the vocational rehabilitation of people with disability, the dignity of man and the joint and several liability for their work are needed. To build the welfare society and country, Korea Employment Promotion Agency for the Disabled should collect the trainees according to the patterns of disability, divide them into 'mild' and 'severe', and educate them in commission in the public vocational schools and vocational institutions for the disabled under the control of KEPAD. In other words, vocational education must be focused more on the individualized education rather than discriminative technical training. For the technical education for the disabled must be appropriate to the conditions of disability, vocational rehabilitation services should be done by proposing the various study methods of the structure of the industrial spots and proposing the occupational categories. Therefore, the technical education must be offered as a part of the on-the-job training so that every trainees can get jobs from the labor-intensive industry to the service industry on completing the training course: for this it is required to offer the future-oriented occupational categories enabling the trainees to participate in competitive and satisfactory social activities according to their ability.
